Rob Zandbergen
CEO
Rob Zandbergen (1958) has been CEO of RGF Staffing since 1 January 2018. He is also Managing Corporate Executive Officer of Recruit Holdings and Head of Staffing Business. Previously, he was CEO of USG People (from 1 July 2010). Zandbergen has held various international and national executive and supervisory positions at publicly listed companies. He graduated from the Royal Netherlands Military Academy and holds a master’s degree in business economics from the University of Amsterdam. He holds Dutch nationality.
Shinya Yamamoto
Chief Operating Officer
Shinya Yamamoto (1982) has been Chief Operating Officer since 1 April 2025. He served as Chief Financial Officer since 1 April 2024 to 1 April 2026. In 2004, he joined Staff Service Group. From 2012 to 2019 he worked overseas where he first started as a member of Recruit Holdings’ M&A team. In 2015, he joined Chandler Macleod Group: ultimately he was appointed CEO, responsible for the Asia Pacific region. In April 2019, he moved back to Japan to take the CEO position of Recruit Staffing. Yamamoto graduated from Doshisha University in Kyoto. He holds Japanese nationality.
Stephaen Vereecken
Chief Financial Officer
Stephaen Vereecken (1983) has been Chief Financial Officer since 1 April 2026. Starting from 2013 he served RGF Staffing in various leadership and specialist roles across finance. Since 2020, he has held the position of Global Director Finance & Control, overseeing Business Control (FP&A), Financial Control (Accounting and Consolidation), and Treasury & Tax within the Global Staffing Unit. Vereecken graduated from UA University in Antwerp with a master’s degree in Business Engineering and is a CFA® Charterholder. He holds Belgian nationality.
Han Oey
Chief Strategy Officer
Han Oey (1961) has been Chief Strategy Officer of RGF Staffing since 1 April 2019. He has started working for USG People in 2011. From 1 January 2018 he was promoted Global Director Business Development & Strategy of RGF Staffing. He started his career in the FMCG business followed by several international management positions in the telecoms industry in the areas of sales and marketing, M&A and strategy. He also is a co-founder and investor in innovative start-ups. Oey holds an MBA from the Rotterdam School of Management and HEC. He holds Dutch nationality.
Tomo Hachiya
Chief Product Officer
Tomo Hachiya (1984) has been Chief Product Officer of RGF Staffing since 1 October 2023. He has worked for Indeed since 2018, among others as Chief of Staff to CEO of Indeed and Recruit Holdings. Most recently as Vice President of Expansion and PMO at Indeed Flex where he led the US product launch. He started his career at Tokyo Disney Resort. Hachiya graduated from Aoyama Gakuin University in Tokyo with a Bachelor's degree in Law and MBA at Texas McCombs School of Business. He holds Japanese and American nationality.
Michael Whitmer
Chief Risk and Compliance Officer
Michael Whitmer (1964) has been Chief Risk and Compliance Officer as of 1 July 2024. From January 2019 he was Chief Digital Officer. His primary focus is on the protection of the organization in regard to Risk, Compliance, Legal and Information/Cyber Security. In 2012, he joined Recruit as operational CIO for Staffmark Group/Advantage Group UK. He led the technology due diligence for the M&A growth of Recruit’s global staffing business. Whitmer holds a Bachelor of Science in Computer Science from University of West Georgia. He holds American nationality.
Yvonne Mastenbroek
Chief Sustainability Officer
Yvonne Mastenbroek (1981) has been Chief Sustainability Officer of RGF Staffing since 1 April 2023. She is over 17 years with the company in various roles, supporting the company through its growth stages, from a European listed company to a global organization as part of Recruit. She has held several management positions like Chief of Staff at RGF Staffing global headquarters. Mastenbroek is passionate about building the most sustainable staffing company and bridging opportunities for all. She holds Dutch nationality.
